Thirty years from now, in response to a global economic crisis, the US has enacted Article 10, commonly known as 'The Return.' The lasting result of this law, which made advanced technology illegal, has been rapidly escalating tension between the augmented, who have chosen to integrate technology into their bodies, and the authentic, who have not. Kita Sovee, the mysterious leader of the resistance movement known as Neon Future, strives to bring peace by showing the world a brighter future in harmony with technology. The Counter Terrorism Guard (CTG), the government's draconian police force, resists Kita's efforts at every turn.
